Where can I get funding to build a electric car prototype , that I designed ?

Might be difficult since billions have been spent over the years on these, and every design except maybe the golf cart, has totally failed.

Very short range / long charge time / electric power costs also / electric power pollutes also / very small because of weight and cost of batteries if equivalently sized.

Sorry, but GM didn't kill it. It killed itself.

Get a good IP-intellectual property- attorney and patent your idea. Write up a business plan. Take it to investors. This is in and you could be a winner. Just like the dot-com's we are going to fund alternative energy projects.

Then get on the EV list http://www.evdl.org/ and talk about your idea and make sure your idea isn't already thought of or already tried.   (and if it has, go from there.)  

I wouldn't hold your breath on government aid (unless you're a scheister hoping to scam some grant money).  The government isn't really behind this one :(

Sounds perfect for government grants.  You'll probably need about a million for this, search on government grants.  No need to repay them.
