You're out of luck, almost every state prohibits the operation of ANY boat or PWC of any person younger than 12 years of age.

Quote from North Carolina boating regulations:

"A person younger than 14 years may not operate a PWC legally."  

There is no IF, AND's, or BUT's about this, it is the law.

Do not attempt to allow your friend to operate it, or you will rightfully deserve an expensive ticket or your jetski will be seized by law enforcement.

According to the North Carolina DMV

* Kids 14 or 15 years old can only operate a boat if they've completed a state-approved boating safety education course or if they're accompanied on board by anyone 18 or older.

    * Kids 14 or under are not allowed to operate a PWC.
