I agree with "full of questions" body piercings get infected very easily. So instead of thinking cheap think - safe and clean. Shop around and make sure your comfortable with whichever shop you choose.

Just a recommendation:

You should splurge on that because it could get infected if you do it somewhere cheep.  The cheep places tend to not wash their tools.
