If you are staying in the Hotel in the city center then ask cleaners, door man or maintenance workers and you WILL get it, but they might snitch on you to hotel security or cops which is not necessarily a problem - just use it and DO NOT walk around with it. Street buying without knowing locals is BAD idea - you WILL get troubles and if you try deal with troubles you will get MORE troubles - this is Russia - if you don't know anybody you are nobody.

Personally, I don't partake. That being said, a number of years ago right near metro station Petrogradskaya (just a few meters north of the station, at the first park you come across) was an easy and convenient place to get whatever you needed, if you catch my drift. There was a guy who sold his wares (i.e. paraphenalia) right there on the sidewalk in front of the park. I don't know if nowadays this all still holds true, however.

If you come across any hippies playing their accoustic guitars (as you'll tend to see on Nevskiy Prospekt near Gostiniy Dvor or outside various metro stations), they're also a good source of... information...

There are other places to look as well, but they're outside of the center, and you really need to look and speak like a Russian if you want to go to those places, otherwise you'd be in for some real trouble.

If you mean illegal stuff, then you'd be an idiot to try anything like that in St. Petersburg... not just because of the police, although if you were unlucky and got arrested, it would not be fun...but because illegal substances are likely to be traded through the Russian mafia, and no way to tell what would be in it.

A while back, some people in Russia thought they were smoking hash, but the stuff was actually brown Heroin. Nasty story, people got really, really hooked.

In short: trip to St. Petersburg is no time to try these things out, you'd be putting yourself in danger.
