Where can I get the HM for Rock Climb in Pokemon Diamond?

I just got the badge and talked to every person in the snow town, but nobody gave me any HM to use Rock Climb! Anyone know where I can get it?

when your walking in the snow theres a house with a man in it he well say he drop the hm in the back of his house and then  there is a red spot thats the hm

Ok, you know the way you entered Snowpoint City? Through the dense snowstorm area? Start from Snowpoint and go in there. Search a bit, because somewhere around that area there'll be a Pokeball containing Rock Climb.
