Your best bet is to check the ads for each store to see what the sales are.

Keep track of sales. One week it will be cheaper in one place than it will in the others. The next week it will be another place.

If you don't care about the particular brand then that makes a difference too. I don't know if Value Time makes soda but if they did I am sure that theirs would be the cheapest.

Maybe try Aldis. They have a few stores in the area. Some of the many dollar stores may have decent pricing too.

Try searching on shoplocal.com. enter your zip code and it will find the deals.  I don't think it includes the warehouse club prices though.

95% of the time, I see 2 liters at Walmart for sale @ 50-75 cents.....
