Where can I get the moves Frenzy Plant, Blast Burn, and Hydro Cannon, in Pokemon Diamond and Pearl?

I seriously want to know where they are so I can teach them to some of my starter pokemon without having to catch them again in previous versions, teach it to them, and then migrate them to my Diamond Version. I especially want to teach those moves to my Torterra, Infernape, and Empoleon. Please help.

Well u have to beat the elite four then talk to the saito near snowpoint city he'll take u somewhere(and have to see every pokemon) go explore that place until u find a place with a sandstorm then go in a house he'll teach u it

On route 228, there is a Move Tutor. She will teach one of the elemental Hyper Beams to your fully evolved starter with maximum happiness. It can be taught as many times as you want as well. First, you have to defeat the Elite Four and then go to Snowpoint City. On the Snowpoint City entrance, there is a man near a boat. He will take you to the Battle Area, and then, you can go to route 228.
