I have read that the UK did a full and extensive study showing how drivers were actually more impaired and inattentive when using cell phones than when they were legally drunk. The study found that drunks actually make an effort to drive well, even though they ultimately cannot, while cell phone users made no such effort and actually drove worse, ignoring many road rules and laws.
The study, I believe, was the basis for much of Europe banning cell phone use in vehicles.
In the USA, estimates are that, at any given moment, about 30% of all drivers on the road are actually legally drunk, which is a stunning reality. I'm sure that, in states still allowing cell phone use in cars, at least 50% are on a cell phone. That means 4 out of 5 drivers are effectively DUI/DWI!!! And really, road experience fully supports this! I has gotten insane on our roadways.
