depends what sort of boat you want to skipper you want for small boats and yachts it can cost any thing between £200-20,000 depending on the type of boats and what level you want to be at. training in the UK is provided by the RYA.

Navigation College studies + several years of sea experience.

My FIRST question is... HOW MANY DAYS do you have WORKING on the water?  If you have no experience, then you aren't going to get a Captain's license in ANY country.  In general you need a minimum of ONE YEAR of PROVABLE EXPERIENCE just to write the exams.
