  1. Neither.  Keep it in the house.  It's at risk for too many things, like bugs, predators, mean people, and weather if kept outside, and in the garage, it would get sick from the car exhaust fumes.  Also, the size of your backyard is not important unless you're building an aviary (you could, but you have to know how to secure it against the aforementioned dangers) because if you let your bird loose in the backyard, you will lose the bird.  Also, wherever you keep the bird has to be somewhere where you'll spend a lot of time because it will get lonely without attention.

Why the heck did you even get a budgie if you can't keep it in the house?

  2. If you are not allowed to keep them in the house you should wait until you are in a place that they can be in the home. You can not keep caged birds out side, most cages are not completely critter proof and I have know people with pet birds who put their bird on the deck for fresh air only to find a squirl in the cage going after the seed and dead birds. A garage does not provide a proper environment for birds either.

  3. Either place is not a good idea. They will surely die in such an environment. You'll need to find another home for the little guy.

  4. UMMM your garage is a bad environment for parakeets[budgies].Budgies are supposed to get at least 8 hours of sunlight per day.If you leave your birds in your garage, they wont get the sunlight they need so i suggest you put them in your backyard.
