  1. The mildest climate is Australia is my place (or up the road a short distance to) Port Macquarie NSW

    The range is a little wider than your limit getting up to 90 a bit.

    We'd love to see you and teach you to surf all year round.

    Its mid winter now and today was 20 celcius well above your 40 lower limit.

San Francisco is a good answer.  I would also look at cities and towns in the southern Rockies.  They tend to have a drier climate which is often a bonus for health.  They have a nice climate, and although the low temps in winter can be on the cold side, but the abundant sunshine gets the daytime temps at least into the 40s.  Snow doesn't last on the ground very long.  These would be places like Denver, Boulder, or Santa Fe.  In the summer these places don't usually get too hot, and if they do it doesn't last long.  In these mountain locations, the air is thinner which could be a negative for certain breathing conditions, but the air is very clean.

    I'd love to live in Santa Fe.  It's a small city with a huge amount of culture.  It's probably the only city anywhere near it's small size that has a world class opera house.  There's so many other great things going on there too every day of the week.
