where can i make animated icons like icons with animated TEXT and cool templates! please tell me D:

Icons can be made with any graphic editor that can save a file as type .ico.

You can go to download.com or tucows.com and type in

icon editor

to find them.  Most are very easy to use.

I use icofx and icon sushi to make icons.

Icons do NOT animate.  The animated cursors are file type .ani.

Templates are not needed for icons.  Icons are small images.

Icons for PROGRAMS are best done by the IDE that came with the language.

On the internet gif files are animated. These can be made with a separate program.  Paint Shop Pro and Photoshop come with separate programs to make animation.

PhotoScape 3.1 is a free gif animation program.

File type MNG can also be animated.  Not all browsers support it.
