Where can I obtain a passport? (US green card holder)?

My Vietnamese passport is about to expire. I need a new one for traveling next year. The thing is I'm not a US citizen. I only have a green card, so I can't get a US passport, is that correct? Where should I apply for a new passport or extend my old one?

  5. Check out your countries governments web sites. My wife is from new Zealand and when she had to get a new one she had to mail it back to new Zealand and pay a fee. for her country it didn't take long. i dont know about Vietnam. try this site, i believe its Vietnam's government site, but i cant read it.
