Where can I place a Bid for a logo/brand design?

I have been told about a website that you can enter your brand/logo concept through a business description, keywords and the like, and then put an offer of $100-$200, and then have people create logos around your idea.

You simply choose the winner and they get the cash.

What is this website??!

Am not sure if this is exactly what you mean, but there are a number of sites that you can ask for "quotes" on a project. Simply tell them what you are looking for and ask for them to contact you:

You could of course contact any Design Agencies direct and ask them to do the work within your budget.
