An asian supermarket would have them.  I have never needed to use them.  My sushi always turns out fine.

I've never seen those two sold as sets... I've always purchased them separately.

Your local Asian market...

Also, some department stores will have a cooking section with woks, rice cookers and accessories.  They have rice paddles.
