Where can I report a depaneur that refuses to take beer bottles back?

I live in Quebec (Montreal) and my local corner store refused to take back the beer bottles they sold me. I know this is illegal but who can I report them to?

If it is illegal, than the cops. Get the news paper to talk about it. They will start to lose business because of it, and will start taking your bottles.

The Government they can get their licence to sell drink suspended Nothing to do with your question but I used to live in quebec a place called brossard now back in scotland but visit regular love it it is so cosmopolitan

Does he even charge you the 10 cents deposit? What is his excuse for not accepting the bottles? Ah the scumbag, he wants to keep the deposit - you're right that is illegal.
