Where can I report them polluters?

Yeah I live in Bulacan and there's this dumpsite not too far away from my place and I know that they're incinerating garbage illegally!!!

Why? Because they do it during midnight and it really looks nasty how the black smoke rushes up the sky.

Its like I'm looking at Mordor's Mt. DOOM.

How and where do I report this activity?

I'm just trying to avoid further damage on the earth's atmosphere, that's all.

I would suggest reporting it to your elected officials or to your local air resources board if you have one. If you live near Bulacan, Philippines I have included a link to the government website that might help.
