Where can I tell about j*p people who did get involved in crime in Australia who hatches a plan to sneak out the country and is getting degree by correspondence with UK university to come to live in UK? I definately do not wish this come to UK.

People doing correspondence degrees don't have the option to move to the country in which they are doing their degrees, so I wouldn't worry too much about it.  It is a meaningless plan, if it exists.

contact the home office, and tell what you know, and let's the home office to take action for it, because they are who is knowing better about the rules what and how to live in UK for imigrant.

This seems very much problem. I do not want that people to come and live in the UK neither, which college is this studying at in the UK? You better not to leave that problem until someone stops them.
