Where can I train for the 7th gym badge in pokemon emerald?

I am stuck!! Please help...I am on the gym leaders Liza and Tate for pokemon emerald. I finished the game a long time ago and I just started playing again. So, I'm still in training to beat Liza and Tate, but there's nowhere to train that I know of. I went back to the old cities and beat them all over again but I'm still not at the right level. Please help! ^^

You use surf on them it owns. The besat place to train would be the place where you get the 6th gym badge just go up and down battling, you know, with all the rain-Fortree city.
