Where can I upload pictures and edit them? (preferably free)?

I have tried blingee.com and I don't like it.

I want to add a background to my picture without covering what I want to keep. I want to add letters and stuff like that. I don't like lunapic.com either. So please if you have anything HELP!

the trick may be to upload background first , then paste your images over top,

Picassa, its a free soft ware from google.  However I dont think you can add letters to them. Not sure though I never tried.
