Where can I volunteer where I'll be able to help with small children or babies?

Churches... childcare places... ymca (possibly?)... look on volunteermatch.com to check out different organizations that might be of interest.

Some of the children with the greatest needs for friendship and  practical care are those who've got a parent in prison.  Are there any 'families of prisoners' or 'children of prisoners ' groups in your area?

I would say at a hospital, woman's shelter, adoption centers,(we have a center by us that has many children that are awaiting to be adopted), church. Plus these places could probably guide you to other places that could definitely use some help.

Check out Crisis Pregnancy Centers in your area.  They generally need volunteers.

you should try helping out at a local hospital or daycare or volunteering at a school. I'm sure they can use all the help they can get!

If there is a Children's Healthcare in your area, please look into the Cancer Center there.  The amount of time that the parents and children have to spend there is heart wrenching.  So, if you're energetic and friendly, they'll be glad you're around to help.  You'll be happy you did!!
