I don't live in Cary NC but I do live in NC and I know that where I live most people have to be 16 to get a job. Maybe you should consider doing something independtly such as baby sitting, lawn care, cleaning houses (for the elderly especially), dog sitting or dog walking etc. The only other thing I can think of would be a delivery restaurant such as Dominos Pizza where you can answer the phone. You wouldn't be able to mess w/ the ovens etc. until you were older but you may be able to do light work such as cleaning, answering phones and passing out flyers from house to house.

Volunteer at the local city community/recreational services organization (Town of Cary). Try to get involved, maybe seek out programs that are looking for teen counselors as volunteers first then get hired for Wake County Teacher work days.
