  3. You'll have to go to a local agent and ask them.  I've written policies for 16 year olds, so it can be done.  Most states, the legal contract age is 15 or 16, which WILL allow you to sign for your own policy.  

    But you won't be able to buy it online, as a minor.

    In California you go on the assigned risk plan or see a broker.  Or check with your Dept of Insurance.
