Trouble with TAFE as well as all those people 'accredited' by TAFE, is that part time and unprofessional people are being 'accredited' to do it by TAFE, which means they often have only 'just' the minimul legal qualifications to do it. These other busineses aren't RTO's (Registered Training Organisations (like Bob Slights boat School and Perth Boat School) and they pay TAFE a fee or commission to be allowed to do it.

You will see "accredited by TAFE" somewhere on their website. This means they were NOT good enough or qualified enough to do it for DPI directly, like the PROPER boat schools, so they go through a loophole with TAFE, 'accrediting' them

Not too sure if you mean who or where, so I will answer both.

The Skippers Tickets are done by Registered Training Organisations (RTO's) such as Perth Boat School and TAFE. And they can do them anywhere there is a patch of water large enough to go for 30 seconds in a straight line at 5 kn.
