Where can a mom re entering the workforce after raising kids, find some kind of work doing public speaking?

Numerous places. First get a book, What Color is Your Parachute.

Personally I started with the Pessimist Version which was titled, What Color is the Hole in Your Parachute.

This will help you enter the job market with a focus on what you want. Find a job you love to do and you will not work another day in your life.

If you want to do public speaking, it is a long road. However, if you devoted all your time to just becoming a speaker, you might be able to get there faster.
