My best suggestion would be to shop google.  In the upper left hand corner, click "shopping" (it may be under 'more'), and type in what you're looking for.  It will pull up prices, the places, etc.  But if you can't find it on google, look up yellowpages.com, search for Jewish merchandise boutiques, call them and ask if they have your scroll.  I still suggest looking over google though, that's where you'll find good pricing.

If you are looking for a mezuzah case, by all means, use Ebay or Froogle to search for a beautiful one for yourself.

However, if you are looking for the scroll to go inside the case, please do not use anyone unless you know them to be reputable.  It is very easy for deceitful (or well-meaning, but naive) sellers to sell you a scroll that is not kosher, b/c the imperfections which would render a scroll non-kosher can be very minuscule.  

I would recommend these sellers, unless you know of a local sofer in your area that can sell you one directly.  Often times, your local Chabad can secure one for you.
