Assuming you mean a hot air balloon, I'm not sure you can.  I won't bore you with the math, but the amount of hot air needed to generate enough lift to get the equivalent mass of 30 people off the ground (4500 pounds, or over two tons!) would require an enormous balloon.

The largest capacity hot air balloon I could find would lift around 2.5 tons at max capacity and the weight of the balloon, air and burners took up almost 60% of that, leaving about 800 lbs for 6 passengers max.
