This time of year - almost impossible. If you can hold out until late February the prices start to drop. For the absolute best prices, try eBay during the June - September period. Prices are rock bottom at least 60% off typically.

Doubtful that you will find a pair of twin tips new in that price range, maybe twice that to start.
