Where can i buy a good cheap video editor?

well i have a windows xp so i have windows movie maker that sucks and i want to get rid of i cant stand it. It crashes to much theres not to many effects and transitions so i wanna buy a cheap video editor so i can edit my videos for youtube somthing that is like windows movie maker but doesent crash all the time and mabe more effectsand transitions im looking for somthing i can buy at walmart or target it has to be sold in stores. im thinking of a cheap price like 30 dollars. uhm i looked online and i dident find anything. but im willing to go up to atleast 40 dollars cause im pretty into making videos so yah please give me some =]

just download a cracked after effects from bit torrent. i managed to get 6.5 (0.5 lower than the newest one!) and professionals use that, so.. i'd recommend it :)
