Have you tried the Vatican? they're selling 200 Marlboro for 25 euro.  Just go to the front door and tell them pope Benedict says its ok, but shhh i didn't tell ya allright!

Yes, although some bars sell cigarettes, or from machines outside the tobacco shops when it is out of hours.
