I'm not sure I understand the question =

you can decoupage any paper =

tissue, newspaper, wrapping paper, magazine cut outs etc.

It's just a matter of applying a base of decoupage medium - like mod podge or a watered down white glue like elmers - then applying the paper - and cover with the decoupage medium again.

Sorry if I am explaining this to someone who is experienced in decoupaging, but I didn't understand the "decoupage papers" - have you tried a scrapbook store that sells paper for page layouts - there is lots of printed paper in all colors and designs.
