on the outskirts of the city.  just past the city limits you'll find a bunch of stands that sell them.

In Santa Teresa, there is this huge tent they set up of just got down mesa, it turns into country club..

Have you gone outside City Limits. Usually if you start driving off a major highway you ll see fireworks stores start popping up. sorry i cant help with an exact place its been a long time sense I've been in El Paso. If you keep driving until your out of city limits though you will run into them guaranteed! best of luck!
