The freshest aloe vera would be the aloe vera plant.  You can pick one up at any nursery or garden store for a reasonable price, especially a small one.  They grow quickly and you can get the gel by breaking off a bit of a leaf and squeezing it out.  Like I said, they grow quickly, so unless you are stripping it, you'd always have some.

A lot of plants stores sell plants and if you have one you can just break a leaf off if you need some, also keep for a short time in the fridge. Between $8 and $20. depending on the size. Otherwise a healthfood store or a food coop should have the liquid/gel on hand, don't know the prices of that.
