you can get them at The Concourse (those shops that sell the 10cents wrappers). quite a few at concourse 2nd level - very easy to find.

alternatively, there's one shop that sells almost identical stuff (10cts wrappers, party items etc).  its located at the end of tan quee lan street (near to happy steamboat i think).

You can get them at those shops that sell the gift wrappers at The Concourse, there are quite a few at concourse at the 2nd level quite easy to find.

alternatively, can also try Army market near beach road opposite the Golden Mile, just above the Food Centre.
