Depending on the type of lamp (bulb) you're on about, you can get coloured ones anyway or some fittings will except coloured inserts. I wouldn't paint any lamp. Worst case, the paint could catch fire.

Not a good idea. You will be sealing the heat into the bulb which will cause it to burn out faster.
