I wouldn't by them offline that is just plain stupid.

You should only be buying NY scratch-offs IN New York. That means you should either live in NY, NJ, Northern PA, or another bordering state.

Also you CAN'T get lottery tickets at a discount, they are always face value...

If you are talking about becoming a VENDOR, then check with the state, it isn't as simple as buying them and selling them, there are all kinds of regulations etc, that you must go through.
