They don't do pepper spray but somethinbg similar and legal.

Pepper spray is also useless. It also attacks the eyes and system of the person using it, especially in un-trained hands.

It's illegal so you won't be able to buy it. You will need to go to one of the web sites that tell you how to make it. Not very dificult, just a case of buying the peppers in a supermarket and following the instructions
