Spotlight at Plaza Singapura (Level 4 if I'm not wrong) has many arts & craft materials in stock.

Another alternative is going down to Bras Basah Complex (next to the National Library, opposite Raffles Hotel). They have many shops where you can find almost any kind of art supplies and craft materials there. Biggest would be Art-Friend (which has a branch in Ngee Ann City, Orchard - above Kinokuniya bookshop)

There's a very big arts and crafts and DIY store in Plaza Singapura. Forgot what it's called, though. Look it up.

Edit: I remember now, it's called Spotlight. I'm sure you can buy pipe cleaners there.
