Ditto that on Lawry's The Prime Rib although it isn't that expensive compared to the rest of Beverly Hills.  Save room for dessert.  They might sell you a cooked or uncooked rack but it will be pricey albeit the best quality beef you can get.  Lawry's has two carvery's that are quick casual format in South Coast Plaza mall and, I believe, Century City.  Smaller servings with lower prices.  You can probably ask for a larger cut from them.  

    As far as where to buy one, the best way is to find a good butcher shop / meat market.  There is a fair chance that they will not have it but can get it for you.  You can call to order but chances are they may want you to pay a deposit for it.  You will get some of the best quality from them.  

    You can also get one by pre-ordering it at your local supermarket but the meat quality will be average unless they can get prime grade.  Going to Gelsons or Bristol Farms as TheHound mentioned, might be a good choice.

    The previous sentence hinted at something that I want to explain.  Prime rib is a cut of beef, it is not necessarily the department of agriculture's grade.  The amount of beef that qualifies for prime grade is rather small and is often limited to the upper class restaurants.  The prime rib you might get at Sizzler and those weekend buffets are not a high grade of beef and is more like roast beef than anything else.  Back to the point, if you want prime quality prime rib, I doubt if you will find it at a supermarket.  You should get it from a good quality butcher shop (especially if they advertise they have prime grade) or at an upper class restaurant and be prepared to pay a premium price.

    A final tip, never never ever try to reheat prime rib in a microwave.
