The full-length suits (to the ankles) I am familiar with are made for speed -- not for modesty. Therefore the pricing may be a little steep for your purpose:

I am not too sure if you mean the racing suits being used (fastskins). Those are expensive and can be ordered through speedo, or swimming retailers that cater to the swim clubs.

Scuba suits can be found in most deep sea stores.

Most stores will not sell these, due to the very low demand. You can:

1. Find a competitive swimming store (hard)

2. Get a speedo catalogue and order it through there (medium)

There is no easy way to get your hands on one. Another option you could try is to go to a swim meet, where they might have a booth set up.
