I'm not sure what application you are looking for, but for whitewater rafting, Sawyer is top notch.  I'm not sure what the web site is, but most online outfitters (Cascade, Clavey, etc.) carry them.  Hope this helps.

Most marine supply shops have them (even power boats should have a couple of oars on board in case the engine quits, so they do handle oars) or marine sport shops. There are some really great new oars out with composite blades and handles that are lighter than regulation blades and last longer.

I have no idea where you can buy them, but it shouldn't be that hard to make them.   Just need a couple of logs and some whittling tools and there you go.
