If a teacher has a credential from the state of CA, then you can check the following website:

Please note: in order to do so, you must have the teacher's social security number, and their birthdate.  This site is typically for teachers to check on the status for their credentials, and for employers to see if the teacher is currently credentialled.  Preschool teachers would either have a Child Development Permit, or possibly a teaching credential with a specialization (such as for teaching children with special needs).

Otherwise, you may be able to find ratings of schools in your area, but not individual day care workers or preschool teachers.  If you are concerned about the status of a staff member, you can ask the director of the school about their employment process, which must include a full background fingerprint clearance, and should include at least 12 units of college education in Child Development.  The more units and the addition of a child development permit would be better.
