Where can i create my own ringtones for free?

i want to create my own ringtones but all the websites i found only let you have 30 second clips. where can i make ringtones that are longer? and i dont have internet on my phone so i have to be able to send them to my phone as an audio or picture or sms message. or be able to download them into the computer so that i can put them on a memory card and put that in my phone
