Aside from doing the footwork yourself at courthouses and such, nothing will be completely free.  You may get bits of information, but in the end you'll have to pay something to get detailed information.

It will be hard to find an accurate website that does completely free background checks, but something you can try is searching public records. http://www.crimcheck.com has an extensive public records section that you can use for free!
