in control panel go to appearance and personalization then go to windows sidebar properties

Yes its inbuild feature in Vista.

Click on Start button and start typing Sidebar and the program named "Windows Sidebar" will appear on the top. You can also find it in Control Panel

You don't have to download it.  Windows side bar is installed on all versions of vista, all you have to do is find it.  I can't remember where it is from the last time I used vista, but if you type it into the search box in the start menu you should find it.
