Where can i find a cheap canon camera?

Try ebay... they seem to have the best deals for cameras and camera kits.

Go to website, site like slickdeal.net blog site that show you latest deal in camera, usually online will gave you better deal than retail store, because most retail will charge you full retail price unless there's a coupon.  

What i do, look at the website, find the camera that you interest buying, go to a retail store, try it before you order online.  Also go to site like cnet.com camera review site to see what other has to said, and look a sample of the picture in flixr.

Try amazon.com sometimes you can find new or used ones for pretty cheap and it's way more reliable than ebay.
