Forever 21 has a really cute bubble hem black/floral skirt that I got for my birthday.

I'd say F21 is pretty good, but look around at other stores also.

Sirens generally has high-waisted skirts.

Occasionally you can find them at Suzy Shier if you have one of those nearby.
