Where can i find a kids' cable cord wristcuffs with velcro straps attached at the end of the looped cord?

I am looking for a supplier of an elastic cable cord wristcuffs with a Velcro straps attached to the looped end of the cuffs. This is used by parents when strolling with their kids so that their kids are attached to them. It is similar to a leash of a pet dog that one uses when taking their dogs for a walk.

Many baby supply stores here in Australia have them I have found. Also sometimes you can find them on Ebay too.

I always thought they should have gone the next step and put a small electrical current through them! lol (just kidding).
