I think you mean 工芸茶 (kougei cha).

If so, you can buy it at 'Daska Market / Yokohama Daisekai ' in The Yokohama China Town (97 Yamashita-cho Naka-ku Yokohama).

You can also buy items from its website, though it is in Japanese.
