Where can i find a s video cable with 4 pin on one end and 7 pin other?

Because my laptop has 7 pin and my tv has only 4 pin. Is there any s video cable like this?

What color is the port on the laptop?  If its yellow it is s-video, if its green or purple, its not.  If its any other color, its hard to say, but probably not.

I think your looking at a mouse/keyboard port, not an s-video port.

One other note, some s-video jacks to have extra pins, but they aren't used or needed for most applications.  Just ignore them.
